Position Summary

Reporting to the Executive Vice President with additional support from the Chief Diversity Officer, will be responsible for the direction and management of the day to day operation and implementation of the University Supplier Diversity Program including the development of an annual Business Participation Plan based on retrospective supply chain spend analysis and a forecast of spend targets for Supplier Diversity participation for eligible and enrolled Small, Minority, Service Disabled Veterans and Women owned business participants in the University Supplier Diversity Program. The Chief shall promote and advocate policy, procurement system, and operation change that enables the full inclusion of Supplier Diversity Program enrolled participants in the procurement process based on the review of the supply chain requirement, operating and budget forecast supply and contract accounts to enable adequate notice and education on the anticipated annual procurement activity of the University.

Essential Duties and Responsibilities

The duties listed below represent illustratively the various work and responsibilities of the Chief of Supplier Diversity, including:

  • Conducts activities that help Small, Minority, Service Disabled Veterans and Women Business Enterprises to understand University System purchasing policies, and general business practices. Market to Small, Minority, Service-Disabled Veterans and Women Business Enterprises on the UD System campus to departments, faculty, staff and administration.
  • Conducts reviews of all formal Invitations to Bid/Request for Proposals/Invitations to Negotiation prior to public solicitation and supplements the purchasing agent ‘s vendor lists with applicable Small, Minority, Service Disabled Veterans and Women Business Enterprises.
  • Meets with various UD System departments to enhance the utilization of Small, Minority, Service-Disabled Veterans and Women Business Enterprises.
  • Promotes the availability of certified Small, Minority, Service-Disabled Veterans and Women Business Enterprises to university system departments through the Purchasing & Supplier Diversity web sites and purchasing training classes.
  • Promotes the availability of certified Small, Minority, Service Disabled Veterans and Women Business Enterprises to Purchasing Agents by providing information on Small, Minority, Service Disabled Veterans and Women Business Enterprises to share with the department buyers that they support.
  • Performs vendor site visits to learn more about the qualifications and capabilities of Small, Minority, Service-Disabled Veterans and Women Business Enterprises and to explain the UD System purchasing process.
  • Assures the UD System Supplier Diversity Website which provides program, purchasing, payment and directory information to university system departments and Small, Minority, Service-Disabled Veterans and Women Business Enterprises is maintained.
  • Provides and distributes publications/information to assist vendors in doing business with the University System.
  • Participation in Small, Minority, Service Disabled Veterans and Women Business Enterprise trade shows, conferences and workshops throughout Florida.
  • Help vendors seeking Small, Minority, Service-Disabled Veterans and Women Business Enterprise certifications by referring them to the Department of Management Services, Office of Supplier Diversity (OSD) and the University of Delaware Small Business Development Center.
  • Support and participate in events sponsored by Small, Minority, Service-Disabled Veterans and Women Business Enterprises associations and organizations such as Trade Conferences.
  • Provide information to Small, Minority, Service-Disabled Veterans and Women Business Enterprises about purchasing opportunities through written communication, email, telephone, and UD Supplier Diversity Webpage(s).
  • Host campus open house(s), UD SD Program to educate Small, Minority, Service-Disabled Veterans and Women Business Enterprises about purchasing opportunities at the University of Delaware System.
  • Provide information to Small, Minority, Service Disabled Veterans and Women Business Enterprises organizations and agencies regarding Invitations to Bid/Requests for Proposal/Invitations to Negotiate and Construction Opportunities.
  • Review all formal purchasing Invitations to Bid/Requests for Proposal/Invitations to Negotiate prior to public solicitation, and supplements the purchasing agent’s vendor lists with applicable Small, Minority, Service Disabled Veterans and Women Business Enterprises.
  • Attend pre-bid construction meetings to promote the participation of small, minority and women-owned businesses among prime contractors and to inform small, minority and women-owned businesses of contracting opportunities.
  • Promote the participation of Small, Minority, Service Disabled Veterans and Women Business Enterprises among university system departments to enhance the utilization of Small, Minority, Service Disabled Veterans and Women Business   Enterprises.
  • Conduct one-on-one meetings on campus with Small, Minority, Service-Disabled Veterans and Women Business Enterprises to discuss “How to do business with UD” and provide them with important information that will assist them in marketing their products and services to the University System.
  • Participate in public speaking engagements before minority and women-owned business groups.
  • Produce a Supplier Diversity Program Brochure which provides information on “How to Do Business with the University of Delaware System”.
  • Assure the University captures direct supplier diversity data through the University’s financial system and works   to collect Small, Minority, Service-Disabled Veterans and Women Business Enterprises subcontractor data from the Prime Contractors that receive spend on UD System construction projects.
  • Assure Prime contractors are contacted to provide data and it is incorporated in the system as needed on Subcontractor spend with Certified and Non-Certified Small, Minority, Service-Disabled Veterans and Women Business Enterprises.
  • Maintain a recognition of Supplier Diversity Efforts for Prime Contractors & Small, Minority, Service-Disabled Veterans and Women Business Enterprise Subcontractors and University System Departments.

Knowledge, Skills and Abilities

  • Individual must be able to use a high degree of initiative and independent judgment.
  • The position requires the ability to conduct presentations to various organizations and professional associations promoting Supplier Diversity Program goals and objectives.
  • The position requires the ability to manage and prioritize tasks, excellent communications and presentation skills and the ability to maintain highly effective working relationships.
  • The position requires high proficiency in the use of database, spread sheet, word processing, and presentation software, tools.
  • The position requires strong communication skills including public speaking.

Education and Experience

  • Business Administration Degree or related field with 10 years of professional experience, or Master Degree in Business or a related field with 8 years of professional experience required.
  • Experience in large complex public sector federal, state, or local government and/or higher education institution procurement supply chain and capital construction programs preferred.
  • Previous experience coordinating a large supplier diversity program, developing policies and procedures, implementing educational programs, and electronic systems implementation and data reporting systems preferred.
